At the recent Plenary Session of the Kimberley Process Certification Scheme (KPCS), India was Chair to the Scheme, and Eli Izakhoff, Chairman of the World Diamond Council presided the Session. He highlighted the importance of the role of the government, business and society in achieving the objective of the KPCS - to eradicate conflict diamonds from the global market, informed the members of an action plan to help enhance the KPCS objective in view of the five years of commendable work achieved. %% Appreciating India as a key player in the Kimberley Process, and for the intense role it plays in the industry that of processing nine out of 10 polished diamonds in the market, Izakhoff pointed out the necessity for every KP member nation to be conscious of not only the operations but also of the paper trail that is created down the line of distribution, as a result of the warrantees that should be provided every time a diamond changes hands. He applauded the initiative of the Indian Government to support the KP through its chairmanship.%% To implement the essence of KPCS which was as a primary safeguard for the diamond industry - a safeguard for the livelihoods of the two million people workers in this global industry, for proper and effective administration of political will and sufficient resources, for those communities that have suffered as a result of rebel and criminal organisations that used revenues from stolen diamonds in western and central Africa, a few guidelines were noted. %% These guidelines upon which the members should work to further strength the objective of the KPCS were stated as: take swift action when faced with cases of non-compliance and agree on interim suspension mechanism with clear criteria; stronger government oversight of the diamond industry, including spot stock audits of companies, to be undertaken by its participants; cutting and polishing sector to adhere to KP minimum standards; participants must improve internal controls and increase collaboration and enforcement efforts to combat rough diamond smuggling. %% Izakhoff pointed out that natural resources need good monitoring, citing an example of human tragedy at Goma, caused by the pursuit of unguarded and poorly regulated natural resources, whether it be gold, diamonds, timber, coltan or oil. He asked everyone involved from extraction, wholesale distribution or consumption of valuable minerals to demand measures for safeguarding the trade from criminal opportunism. %% This has been achievable to an extent as the KP has been a culmination of the combined efforts of the government, civil society and the business community,. This three part alliance ensured KP would be perceived by the public as an honest and earnest effort to address the scourge of conflict diamonds. To sustain the delicate balance of this partnership, the WDC has been conscious to ensure the participation of all three parties in the various activities of the KP system, including the review trips, which allows for a method of checks and balances that enhances the credibility of the entire system. %% Although the recent exploratory trip to Venezuela undermined this delicate balance, as it was not independently selected and did not include representative of all three alliance members sets a most unfortunate precedent. %% Izakhoff called for the KP members to demand the highest standards of business integrity and from governments in implementing the letter and spirit of the Kimberley Process. %% Namibia is to Chair the KPCS next year, a country that derives a very significant proportion of its GDP from the diamond business. The World Diamond Council assured it all the support required in its endeavour.
