Mines Minister Swarray Deen mentioned that cutting activity has not begun as of yet, but the government has adopted a policy to add value to diamonds amongst other minerals of the country. Leading mining consultant Andrew Kilie said that the country doesn’t posses the skills for diamond cutting irrespective of the roughs being available in volumes. Also most of the mining is undertaken by a cartel of small-scale producers and alluvial panners who exports the gems.
The government director of mining Alimany Wurie said "The availability of diamonds on the market could be one challenge, although exporters have made a pledge to sell to local cutters."

The Sierra Leone government appears to be rebuilding the country’s state after the ten year civil war. It recently passed a new law pertaining to diamond cutting and polishing of roughs, to develop the diamond polishing market that would increase employment. The country was known for diamond mining in the past, as also for its exports of roughs. Unemployment in Sierra Leone currently stands at 70%.
