CBIC Notifies Procedure for Personal Carriage of Gems & Jewellery at Jaipur ACC and Airport

The Central Board of Indirect Taxes and Customs (CBIC) has officially operationalised the procedure for the import and export of gems and jewellery through personal carriage at the Air Cargo Complex (ACC), Jaipur and Jaipur International Airport.

The move, effective from July 14, 2025, follows CBIC Circular No. 09/2025-Customs and advisories issued by DG Systems to streamline and digitise the hand-carrying process of high-value consignments by passengers.

Simplified Imports via Personal Carriage

Under the newly notified system, importers intending to bring gems and jewellery through personal carriage must now pre-file a Bill of Entry (BE) at ACC, Jaipur, classified under a newly introduced importer type “H”. The BE must include detailed passenger and travel information including e-ticket, PNR, flight number, and passport number, as well as the Importer Exporter Code (IEC) and Authorised Dealer (AD) code.

A set of mandatory declarations and documents, including a hand carriage authorisation letter (HAC001), detention receipt (HAC002), and photographs of the goods, must be submitted through the integrated customs system. Re-imports require additional certification from the Gem & Jewellery Export Promotion Council (GJEPC).

Upon arrival at Jaipur International Airport, passengers must report to the designated Red Channel Counter to declare and request temporary detention of the goods. Customs will seal the packages and issue a Detention Receipt, which will later be used by the importer to initiate clearance at ACC, Jaipur. Customs aims to clear goods submitted before noon on the same day, wherever possible.

Streamlined Exports for Industry Efficiency

Exporters can now electronically file Shipping Bills at least 24 hours prior to departure, with “Personal Carriage” flagged and passenger-specific data clearly entered. The process requires the submission of coloured photographs of the jewellery and in-person carting at ACC, Jaipur a working day before the flight. Following customs examination and Let Export Order (LEO), goods are sealed and transported to the designated airport warehouse for temporary detention before boarding.

In cases of cancellation or non-export, exporters must inform the Deputy/Assistant Commissioner and request a “Back to Town” (BTT) clearance, subject to 100% examination and possible penalties based on case specifics.

Why This Matters

This measure is set to significantly ease the procedural bottlenecks faced by jewellers, designers, and exporters who routinely travel with samples or consignments for international exhibitions, shows, or business meetings. The robust digital tracking and clear guidelines ensure transparency while facilitating trade.

Redressal and Implementation

Any implementation-related concerns are to be directed to the Additional Commissioner of Customs (Prev.), Jodhpur, at the Jaipur headquarters. The procedure supersedes all previous inconsistent guidelines.
