Maharashtra Unveils India’s First Gem & Jewellery Policy 2025 GJEPC Hails Milestone Move

The landmark policy aims to attract Rs.1 lakh crore in investments and generate over 5 lakh new jobs, positioning Maharashtra as a global hub for jewellery manufacturing, exports, and design.

In a historic step for India’s gem and jewellery industry, the Government of Maharashtra has announced the Maharashtra State Gem & Jewellery Policy 2025 — the country’s first dedicated state policy for the sector. The initiative, developed in close collaboration with the Gem & Jewellery Export Promotion Council (GJEPC), seeks to accelerate investment, innovation, and employment across the jewellery value chain.

The policy aims to attract investments worth Rs.1 lakh crore and create over 5 lakh new jobs, signalling Maharashtra’s ambition to become a global epicentre for jewellery manufacturing, exports, and design excellence.

For over 18 months, GJEPC has worked closely with the Department of Industries, Government of Maharashtra, contributing valuable inputs to shape the policy framework. Through continuous consultations and stakeholder engagement, the Council ensured that the policy addresses the industry’s evolving needs — from manufacturing and infrastructure to skilling, technology, and ease of doing business.

“This landmark initiative will not only strengthen Maharashtra’s position as a leading jewellery manufacturing centre but also bring about a qualitative leap in areas such as skilling, technology upgradation, and value addition,” said Mr. Kirit Bhansali, Chairman, GJEPC. “We are deeply thankful to Hon’ble Chief Minister Shri Devendra Fadnavis for his visionary leadership and to Hon’ble Industries Minister Shri Uday Samant for his proactive guidance and steadfast support in driving this policy forward.”

Bhansali added that the policy is poised to unlock new opportunities for investment, innovation, and employment — paving the way for Maharashtra to set new global benchmarks in the gems and jewellery sector.

Designed to modernize manufacturing units, promote ease of business, and strengthen training infrastructure, the Maharashtra State Gem & Jewellery Policy 2025 is expected to enhance competitiveness, attract domestic and international investors, and further solidify Maharashtra’s role as the heart of India’s jewellery economy.
